The New York State Department of Economic Development, known as Empire State Development, provides a variety of assistance to help businesses -- from international and national companies considering expansions to small business owners seeking access to capital. ESD offers loans, grants and tax credits, as well as other financing and technical assistance, to encourage business growth within New York State.
